2025 Community Improvement Awards

On Tuesday, August 12, the Wayne County Area Chamber of Commerce hosted their annual Community Improvement Awards at beautiful Hartley Hills Golf Club in Hagerstown. Guests enjoyed food catered by Willie & Red’s, networking, and learning more about the nominated projects. Eight award nominees were eligible for the Exemplary Award and the Community Impact Award, and the Community Spirit Award was presented to the Richmond Urban Enterprise Association.

2025 Spirit Award Winner: Richmond Urban Enterprise Association

This outstanding organization whose dedication to economic growth and quality of life has left a lasting mark on the heart of our city. Serving Richmond’s Downtown, Depot District, and Starr Neighborhood, the UEA has been a driving force behind projects that bring vibrancy and vitality to our community.

Their efforts helped save the historic Depot Building, ensuring it remains a treasured landmark. They’ve brought joy and connection through initiatives like playground equipment at Elstro Plaza, the Richmond Meltdown Festival, Trick-or-Treat events, holiday sleigh rides, and countless other community celebrations.

Through their mission to create self-sustaining programs and strengthen the economic potential of the Enterprise Zone, the Richmond Urban Enterprise Association has truly embodied the spirit of community, making downtown Richmond a more welcoming, thriving place for all.

2025 Exemplary Award Winner:

Downtown Deli and Catering Company

Located in the heart of Main Street, Downtown Deli’s recent updates contribute to the ongoing revitalization of downtown and send a clear message: we value where we come from, and we’re excited about where we’re going.

With an estimated $167,000 invested in building improvements, the project brought much-needed restoration to two historic downtown buildings. Updates included tuck pointing, new windows, fresh paint, and soon-to-come all-new signage and HVAC.

This isn’t just a facelift — it’s a beautiful blend of past and present. The team prioritized preserving the character and craftsmanship of the original architecture while introducing modern touches like metal accents and a carefully chosen paint scheme to highlight the charm of the second and third floors. The result is a space that feels fresh and inviting without losing its historic soul.

Those involved in the project included Whitewater Construction, Allen Painting, and Modern Masonry.

2025 Community Impact Award Winner:

Uranus Fudge Factory

Sitting at the very first exit from Ohio, this building has gone from overlooked to unmissable. What was once a rundown structure is now a fun, eye-catching roadside destination that welcomes travelers and locals alike with a nod to Indiana’s farm heritage… and a twist of playful humor — including a giant dinosaur standing proudly out front.

 

With an estimated $1.25 million invested so far, this is the largest Uranus location yet, and it’s just getting started.

 

Only in Richmond can you take a tired, empty concrete block building and turn it into a whimsical, barn-style fudge factory complete with a windmill, a giant mural, and statues that make you do a double-take — and that’s exactly what Uranus Fudge Factory has done! 

 

From creative design elements to the colorful mural and upcoming landscaping, mini golf, food, and even a museum — this project is packed with personality and pride.

Those involved in the project were LJB Inc., Louie Keen, Fredrick’s, Ryan’s Flooring, and Pleasant View Nursery.

2025 Community Improvement Award Nominees

Anchor Transload

Anchor Ingredients completed their newest project, Anchor Transload: a true gateway for commerce in our region, supporting the agricultural and manufacturing industries that are the backbone of Wayne County.

With an estimated $46 million invested in improvements, this project is not only impressive in scale but also in impact. From its efficient rail spur and thoughtful truck traffic design to the holding pond and native vegetation that protect our environment, every detail reflects a balance of innovation and responsibility.  

Those involved in the project were Martin Riley, Weitz Tecnico LLC, and Hagerman, Inc.

Blue Buffalo – Project Alma & Site Rebranding

Project Alma, a major expansion and rebranding effort that reflects both growth and pride in our community. With an estimated $230 million invested, this project marks the second largest expansion in General Mills history.

The site has grown by 170,00 square feet, including a brand-new warehouse, expanded processing areas, a larger mill tower, and four new bulk silos. Blue Buffalo’s enhancements optimize their operations while representing their brand with purpose and clarity.

Those involved in the project were General Mills and Mead & Hunt.

Burger King – Eastside & Westside Renovations

This year, both of Richmond’s Burger King locations — Eastside and Westside — rolled out sizzling transformations, giving these longtime favorites a fresh new look and feel. Each site underwent full remodels of the exterior, dining room, and landscaping, bringing a modern, clean design to familiar spaces we’ve all known for years.

Burger King has been a staple in Richmond for decades, and these updates show a continued commitment to innovation, service, and local pride. 

Those involved in the projects were MRP and Sullivan’s Landscaping.

Eight To The Bar

Eight To The Bar has transformed what was once a dated and fragmented row of four separate storefronts into one lovingly and thoughtfully restored cohesive space. An estimated $490,000 in improvements were made while also preserving the building’s historic charm.

 

Custom-designed glass garage doors, repurposed materials, and carefully selected finishes all pay homage to the original architecture. Every element reflects a beautiful blend of past and present, making the space feel both timeless and modern. This project doesn’t just enhance a building — it revitalizes a key part of downtown, draws people into the area, and reaffirms pride in our shared heritage.

 

Root 13 Beauty Suites

Root 13 Beauty Suites has taken a bold step in transforming a highly visible corner lot into a fresh, welcoming, and inspiring space. With a new chocolate brown exterior and a bold wooden front porch, this building now offers a sleek, modern look that catches the eye and uplifts the area. The parking lot has also been redone, completing the clean, polished curb appeal that sets the tone for what’s inside.

But Root 13 isn’t stopping there — a mural will soon grace the north side of the building, designed to promote inclusivity and encouragement to all who pass by. This creative addition will be more than art — it will be a message to the community that everyone is welcome here.

3Rivers Federal Credit Union

3Rivers Federal Credit Union has been a trusted presence in Richmond since 1958, and now, their main branch is turning heads with a bold new look. With an estimated $150,000 investment, the recent exterior renovation has completely reimagined the space — blending decades of history with a clean, modern identity.

 

The drive-thru canopy was fully remodeled and reconstructed, and the entire building received a fresh makeover — transitioning from its original dark brick and brown roof to bright white painted brick with a striking blue roof that proudly reflects the 3Rivers brand.

Those involved in the project were Maze Design and Smarrelli General Contractors.
